نبذة عن المقرر
Who can migrate? What are the conditions to move from one country to the other? How are the numbers of migrations evolving over the recent years? Migration is both an ancient and a contemporary question, as it always existed and will never stop.
The course aims at analyzing the evolution of migration law and its main concepts, with numerous examples. In principle, each State is sovereign to give access to its territory, to grant a right of residence, to confer nationality or to remove migrants. However, this sovereignty is limited by, on the one hand, the respect of human rights and on the other, the integration of States in free movement schemes , such as the European Union.
The analysis is completed by a concrete approach of the procedures and a theoretical questioning on the future.
Whether you are a decision-maker, a judge, a lawyer, a human rights defender, a worker in a NGO or an IGO, you have to answer the complex questions related to migration. It requires precise theoretical and practical knowledge of national, regional and international law. This course will give you insights in the notions that govern States when dealing with migration.

Sylvie Sarolea
Sylvie Sarolea est professeure de droit à l’UCLouvain (Belgique) et avocate. Elle est spécialisée en droit de l’immigration et enseigne aussi les droits de l’homme et le droit international privé. Depuis 2011, elle coordonne l’EDEM, l’Équipe droits européens et migrations, qui regroupe des chercheurs qui travaillent sur ces questions. Sylvie Sarolea is a professor of law at UCLouvain (Belgium) and a lawyer. She is specialized in immigration law and also teaches human rights and private international law. Since 2011, she has been coordinating the EDEM, the European Rights and Migration Team, which brings together researchers working on these issues. Jean-Yves Carlier
Jean-Yves Carlier est professeur à l'UCLouvain et à l'université de Liège (Belgique). Il est également avocat. Il enseigne le droit international privé, le droit européen et les droits de l’homme. Il a donné cours comme professeur invité dans différentes universités (Paris 2, Paris-Est Créteil, Caen, Strasbourg, Aix-Marseille, Szeged, Montréal, Académie de droit international de La Haye, Rabat, Tunis, Ouagadougou, Cotonou, Bujumbura, Bukavu).

Jean-Yves Carlier is a professor at UCLouvain and at the University of Liège (Belgium). He is also an attorney. He teaches private international law, European law and human rights law. Christine Flamand
Christine Flamand is invited lecturer at the Faculty of Law at UCLouvain. She is part of the EDEM team since 2017 and specializes in refugee and migration law with a focus on gender issues and children’s rights.
